Getting a new phone number shouldn’t be a hassle, but sometimes previous owners of the number have not removed their information from that number. It’s easy to forget to do so. Unfortunately, without access to the username and password of the original phone number the account is associated with, you will need to contact Apple Support. The previous number’s owner may need to help with the process, which you can get that contact through Apple support. As for your service provider, their solutions usually include changing your phone number.
According to Apple Support, without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account.
Since you don’t have the credentials of the previous owner’s Apple ID, you cannot resolve this issue on your own. The best solution would be to contact Apple Support and they will guide you from there. You may need to provide them with additional information, such as your device serial number or new phone number.
